Job Description

The Board of Directors of Antelope Valley Healthcare District (AVHD) expressly delegates each of the duties and responsibilities listed in this job description to the Chief Executive Officer (CEO).

Job Objective: Under the direction of a publicly elected Board of Directors, the CEO is responsible for establishing the strategic direction of and providing for management of the financial, material and human resources of Antelope Valley Hospital. S/He provides executive leadership for the overall operation of the hospital and AVHD, assuring high quality patient care in an efficient manner.

Accountability: The CEO is fully accountable to the publicly elected Board of Directors for the efficient operation of all district entities through monitoring of productivity and functional systems, the development and implementation of strategic plans sensitive to market fluctuations, and the provision of overall leadership in achieving financial soundness and growth objectives.

Essential Duties and Responsibilities:

  • Develops and implements institutional plans, policies, and objectives consistent with high quality care and efficient operations. Participates with other providers of care or insurance companies, where appropriate, in the development of long range plans and concepts for the innovative delivery of health care in the community.
  • Communicates regularly with key constituent groups to determine current trends, issues, and problems affecting health care in general and the community in particular. Represents the hospital and the district in dealing with outside agencies, programs, and activities that affect the hospital and/or the community.
  • Acts a liaison between the Board of Directors and the Medical Staff to assure open communication to allow for a mutual understanding between the two groups in the pursuit of common objectives. Assures an adequate number of physicians in all specialty areas to meet the health care needs of the community.
  • Ensures the attainment of hospital objectives through the selection, development, motivation, and evaluation of personnel. Develops an effective executive management team through the use of incentive programs, or other motivational tools, including the ability to enter into employment contracts with subordinates.Provides fiscal planning to produce cost effective health care services.
  • Provides leadership to develop and strengthen AVHD's programs and services, with a continuing focus on quality improvement and productivity enhancement.
  • Creates an environment that facilitates communication between all hospital constituent groups, including, but not limiter to, employees, medical staff, management staff, and the Board of Directors.
  • Provides support for the Medical Staff with respect to managed care proposals and coordinates joint Medical Staff and hospital efforts in the managed care arena.
  • Conducts business based on AVHD's articulated mission and values.

Leadership and Management —

  • Develops and implements departmental goals and objectives with input from staff members
  • Develops and implements departmental policies and procedures that guide and support the provision of services
  • Interacts with all customers to ensure prompt and accurate communication as needed to provide the service expected and to meet the goals of the service

Human Resources Management —

  • Conforms to the hospital Wage and Salary Administration and Recording of Hours Worked policies
  • Ensures that staff is in compliance with licensure and other annually mandated requirements
  • Financial Resources Management —

  • Develops and recommends department operating and capital budgets
  • Ensures that department operates within established budget
  • Prepares and manages FTE budget, including developing staffing plans and managing monthly and daily staff schedules
  • Accountable for unit productivity
  • Develops and utilizes the budget as a planning and control tool
  • Develops departmental strategic objectives and new programs
  • Information Systems Management —

  • Understands departmental information systems and other equipment as necessary
  • Understands advanced aspects of various information systems
  • Understands and conforms to the hospital Information Technology Solutions Group strategic plan
  • Competence —

  • Maintains an appropriate level of professional competence by ongoing development of knowledge and skills
  • Performs professional duties in accordance with relevant laws, regulations and technical standards
  • Prepares complete, clear reports and recommendation after appropriate analyses of relevant and reliable information
