Job Description

Job Objective:

Under the direction of the Chief Executive Officer, the Director Human Resources manages and directs all human resources functions including compensation, benefits, recruitment/retention/staffing, employee and labor relations, Human Resources Information System, workers’ compensation, employee health training/education, and customer service. The Director Human Resources develops and implements a strategic program which assures the availability, competence and career development of high quality personnel.

Duties and Responsibilities:

  1. Develops and implements departmental goals and objectives with input from staff members.
  2. Evaluates problems, and develops and implements solutions.
  3. Challenges the status quo in looking for more efficient practices.
  4. Leads by example and serves as a professional role model.
  5. Supports, encourages, and contributes to the professional growth of all department staff members.
  6. Works closely with directors/managers to develop positive employee relations as well as ensure their staffing, training, and development needs are being met.
  7. Develops and implements service excellence principles and practices for the department in accordance with AVH culture.
  8. Develops and implements job descriptions and performance standards
  9. Provides leadership and direction in the development and implementation of compensation and benefits programs.
  10. Develops strategy for positive and proactive labor relations, including but not limited to union contract negotiations, management of contract negotiations, management of contract administration, grievances and arbitration functions.
  11. Build and nurture positive employee relations practices to promote a high level of employee morale
  12. Mediates personnel problems and resolves complaints using good problem solving techniques.
  13. Demonstrates knowledge of administrative and personnel policies and procedures and understands correct labor relations management. Ensures compliance with local, state and federal regulatory requirements and other governing and accrediting agencies.
  14. Enforces human resources policies and procedures of the Hospital by way of systems that will improve the overall operation and effectiveness of the Hospital.
  15. Ensures that staff is in compliance with licensure and other annually mandatory requirements.
  16. Prepares complete, clear reports and recommendations after appropriate analysis of relevant and reliable information
  17. Develops and manages the budget and other financial measures of the Human Resources Department

  • Faxing, photocopying and other clerical duties

Education and Experience:

Education

  • Bachelor’s degree in human resources or a related field preferred.

Experience

  • 10 years of human resource experience successfully leading, implementing, and maintaining enterprise-wide HR programs and/or initiatives. Preferably in the healthcare industry; and has a proven track record of supervising multiple teams.
  • Previous labor relations experience including contract negotiation, grievance procedure administration, performance management, conflict/dispute resolution, employee recognition, MOU negotiations, and interest-based communication skills is highly desirable.
  • Strong knowledge in benefits administration, recruiting, affirmative action, employee relations and compensation.

Required Licensure and/or Certifications:

  • A PHR/SPHR certification preferred. 

Physical Requirements and Working Conditions:

  • Work is performed in a fast paced office environment
  • Work requires frequent visits to conference/office locations within the hospital
  • Must be able to used standard office equipment, sit and walk to meetings.
