Job Objective:

Under the direction of the Director of Human Resources provides staff direction and support in the areas of employee relations, complaint resolution, personnel policies/procedures and special projects. Manages all functions of employee relations in accordance with AVH policy, procedures, CBA, and state/federal laws. This position will work closely with directors/managers to develop positive employee relations as well as ensure their staffing, training, and development needs are being met. In addition, functions as a hospital wide educational resource agent to assure that the quality and level of education and development and change management initiatives are consistent with the values, standards and mission of the facility.

Duties and Responsibilities:

  1. Employee Relations
  1. Formulate and recommend program goals and objectives in an effort to improve employee relations.
  2. Assist Directors with difficult performance evaluations and recommend action plans on employees not meeting standards.
  3. Facilitate, investigate, document and conclude findings for complex issues related to the working environment, employee performance, hospital policy violations, and issues related to employee/manager complaints.
  4. Make disciplinary action recommendations regarding personnel issues in accordance with AVH policy, procedures, CBA and state/federal law.
  5. Administer grievance process as established by AVH policy and CBA.
  6. Administer skelly and termination processes as established by AVH policy, CBA, and state/federal law.
  7. Create, coordinate, conduct, and analyze results of periodic employee opinion surveys.
  8. Assist in the development, review, and communication of HR policies and procedures.
  9. Supervise and provide direction to subordinate staff.
  10. Stay abreast of current employee relations legislation and issues.
  11. Develops strategy for positive and proactive employee relations, including but not limited to grievances and arbitration functions.
  12. Maintain positive working relationship with outside representatives and adhere to the terms and conditions of the CBA by monitoring day-to-day implementation of policies and working conditions.
  13. Manage and provide advice to the organization on any threatened work stoppages.
  14. Ensures compliance with local, state and federal regulatory requirements and other governing and accrediting agencies.
  15. Conforms to Affirmative Action guidelines.

  1. Develops training and communications material.
  2. Conducts training and employee and management orientation sessions.
  3. Evaluate and recommend vendors to support and expand the design, development, and delivery of internal leadership development activities.
  4. Execution, implementation, and support of management and leadership development programs to include the design, customization, development, and delivery of the programs.
  5. Participate in annual assessment and prioritization of education and development needs.
  6. Analyze, develop and conduct various training programs and recommend plans/approaches to increasing workforce skills. May require coordination with other AVH departments and outside agencies.
  7. Participate in appropriate change management initiatives.

Knowledge, Skills and Abilities:


  • Knowledge of the principles and practices human resources management and supervision in a union environment.
  • Knowledge of applicable state and federal employment laws, and governmental compliance requirements.
  • Advanced knowledge of education practice, instructional design, curriculum development techniques, and principles of adult learning.
  • Working knowledge of leadership development research and best practices.


  • Must be able to research information and analyze date to arrive at valid conclusions, recommendations, and plans of action.
  • Strong articulate communication skills, outstanding interpersonal skills, and attention to detail.
  • Intermediate to advanced computers skills in word, excel, internet explorer as well as knowledge of databases and spreadsheets.

Education and Experience:


  • Bachelor’s degree in Human Resources, preferred or equivalent work experience in related field.
  • Certification as a PHR or SPHR preferred.


  • Minimum 5 years’ experience in Human Resources, 3 of those in Employee Relations with solid knowledge of employment law, investigation procedures and a background in consulting with employees and managers in conflict resolution and performance coaching
  • Previous employee relations experience including contact negotiation, grievance procedure administration, and conflict/dispute resolution required.
  • Healthcare or hospital experience is preferred.
  • Experience in organization development initiatives including implementation of training programs, design, management, and evaluation is preferred

Physical Requirements and Working Conditions:

  • Work usually performed in a high-volume office environment.
  • Work requires frequent visits to conference/office locations within the hospital.
  • Occasional traveling to conferences and meetings may be necessary.
  • Must be able to use standard office equipment, sit, and walk to meetings.
