Antelope Valley Hospital is launching a major $100 million information technology overhaul, which includes implementing the Cerner Electronic Health Records system and upgrading its infrastructure, technology and dozens of IT applications. Job Objective:

The IT Applications Manager is responsible for the development, testing, implementation and support of the information technology applications supporting the hospital. The IT Applications Manager reports to the Chief Information Officer. 

This is a high visibility management position over a team of employees and contractors and is responsible for providing leadership and coordination to ensure that the systems meet the functional requirements of the organization and support clinical standards of care. The IT Applications Manager also works closely with leadership to ensure the user requests and projects are scoped, prioritized, scheduled and managed. 

Duties and Responsibilities:

  • Provide functional oversight by working closely with application analysts, project sponsor(s), IT leadership and other analysts throughout the analysis, build, design, configuration, QA/testing, validation, implementation and on-going support of applications within the hospital application portfolio.
  • Coordinate departmental support during each phase of new implementations, upgrades or enhancements. Ensure business and clinical needs are evaluated and validated when implementation/project plans are developed through staff participation and collaboration with key stakeholders.
  • Possess key knowledge of the operation of the suite of Cerner clinical and revenue cycle applications as well as existing ones are upgraded. Utilize universal clinical applications expertly.
  • Manage contractors and employees in the maintenance and sun-setting of legacy McKesson applications
  • Assist in planning and executing a cloud migration strategy of non-Cerner applications
  • Evaluate the implications on clinical operations and processes of patient care delivery and revenue cycle impact when assisting in resolution of application support issues.
  • Work with Cerner on application upgrade and enhancement planning, scheduling and resourcing
  • Facilitate the creation and updating of policies, procedures, and guidelines as applicable to application solutions and best practices
  • Maintain current downtime procedures for any applications utilized by the applicable teams
  • Facilitate and support steering committees working with application champions to run effective meetings.
  • Provide communication and education of deployments, upgrades, workflow changes and sun-setting plans to stakeholders and application users as appropriate.
  • Manage on-call support commitments on a scheduled basis.
  • Report status weekly to management
  • Perform other duties as assigned.

A.  Qualifications/Experience

  • Ability to troubleshoot, research and solve technically challenging problems involving integrated systems
  • Detail oriented, strong analytical, organizational, and problem solving skills required 
    Ability to analyze, diagnose, suggest and implement process changes 
  • Strong customer service orientation and ability to follow through issues to resolution 
  • Ability to interact with all levels of physician, nursing, ancillary and revenue cycle staff 
    Clinical applications experience in either an application support or implementation role preferred 
  • Strong with process improvement and project management skills 
  • Ability to successfully manage multiple projects and personnel 
  • Knowledge of healthcare operations and data structures and the use of information system applications in the practicing healthcare environment preferred 
  • Must be able to function as part of a team providing a high level of quality service to clients. 

B.   Special Skills/Knowledge

  • Knowledge and understanding of application architectures, computing platforms, integration of systems, disaster recovery and business continuity planning, information security, and cloud migration strategies
  • Prior experience working in a Cerner and/or McKesson environment a plus
  • Leads and encourages team building efforts

Education and Experience:


  • Bachelor’s degree.
  • Consideration will be given for technical degrees and advanced degrees in related fields and professional certifications. 


  • Demonstrated track record of application implementation and maintenance, preferably within a hospital setting
  • Demonstrated success in managing a team
